Laguna Ridge At Night

Laguna Ridge is a would-be 7800 house development south of Elk Grove Blvd. near Highway 99 in Elk Grove. Building has all but stopped; aside from a few mostly model homes, only roads, empty lots, and wild rabbits dot the landscape. However, in a surreal attempt to discourage street racing, the city has chosen to activate all the street lights. What we're left with is a strangely illuminated empty field. The electricity bill must be thousands of dollars...

(Laguna Ridge during the day. Not too exciting.)

It would seem to me that the lights would make it EASIER for street racing at night?
more wasted electric.
And again, those ugly dime-a-dozen1950s acorn lights with hideously over bright high presure sodium lights. The ugly look of republican.
